LEAGUE RULES
2009– 2010 SEASON
 
GAME INFORMATION:
 
1                  All games are to be run with a stop clock. Never running time at any level.
Cadets:                        Two 16 minute halves
Bantams:                      Two 14 minute halves
Juniors:                       Four 7-minute quarters
 
2                 All teams have four time outs per game. Only two may be used each half.
3                 All girls leagues and Junior boys use a 28.5 circumference ball.
4                 Five players are needed to start a game.
5                 All new shirts being purchased for league play should have numbers on the front and back.
6                 Only rostered players are allowed in a game, under penalty of forfeit. If only four players show up, the team forfeits. Both teams can then play a non-official game by using a player(s) from the other team.
7                 Referees use common sense on violations. They must allow the kids to play. No advantage, no call.
8                 Travel calls, fouls, etc must be ruled by common sense, especially at the lower levels.
9                 All leagues shoot one-and-one on the seventh foul of the half. Double bonus begins with the tenth foul of the half.
10              Three-second violations will only be called at the Junior and Bantam level if a player is gaining an unfair advantage.
11               Three point shots are allowed in Cadet and Bantam Divisions if the gym has a three point line.
 
SPECIAL RULES:
 
1                  Please do not run up the scores. Use your bench. If ahead by 20 points or more, a team should not press or fast break. Junior teams should drop back to the top of the circle. Be fair.
2                 Backcourt presses are allowed at all times at the Cadet level. Bantam teams may only back court press in the last two minutes of each half. Juniors may back court press only during the last 30 seconds of each period. Bantams and Juniors may only back court press in person-to-person defense (i.e. no zones, double-teams or traps).
3                 Zone defense, trapping and double-teaming is only allowed on the Cadet level.
4                 In Bantam and Junior divisions, teams must play person-to-person defense at all times. No zones are allowed. Players may play help defense on a player with the ball when the offensive player is (i) within the Scoring Zone and (ii) threatening to score (driving to basket or preparing to shoot).  For these purposes, the “Scoring Zone” is defined as within the three point arc (or the distance of the top of the arc above the key if no three point arc is drawn) for Bantams, and within 15 feet perimeter of the basket for Juniors. Players may not double-team; help-defense is a temporary measure to prevent a score, not a system of double-teaming an offensive player (with or without the ball). 
5                 A defender is not obligated to follow an offensive player outside of the applicable Scoring Zone, but must stay reasonably close to the point of the Scoring Zone perimeter closest to his/her offensive player (unless helping out as described above).  This rule is meant to prohibit defenders from stationing themselves at or near the boundary of scoring position to facilitate a double team on a player not yet in scoring position.
6                 On foul shots, in all divisions, all players other than the shooter may enter the lane on the release of the ball.
7                 Junior divisions use a 12’ foul line. If Junior or Bantam players go over the line on a foul shot because of his/her strength, and clearly not attempting to get an offensive rebound, no violation should be called. Running in early by the shooter should always be called.

8                 Protest – A protest must be lodged in writing within 24 hours of the game that is being questioned, to League Directors at fully explaining the rule that is alleged to have been violated. Protests may not be made on judgment calls.
9                 A protest committee of three (league coordinator, chief referee & a neutral Athletic Director) shall decide if the protest is valid. It shall be the protest committee’s responsibility to decide if a game or portion of a game shall be replayed in the case that the protest is upheld. The protest committees ruling shall be final.
 
GENERAL INFORMATION:
 
1                  Please pay the referee prior to tip-off.
2                 Please be sure that the referee is informed of the unique rules for your particular age group, prior to tip-off.
3                 If you have a problem with a referee or coach, call your Athletic Director after the game. Do not create a scene in front of players and spectators.
4                 Games can be postponed only with the approval of the League Directors  and generally only for inclement weather. If a full day of games is lost due to snow no games will be made up. If half days games are cancelled, the home team Athletic Director may reschedule any of his games.
5                 If a team were 9-1 because of a schedule bye, a tie would be declared with a 10-1 team and a playoff game would take place. Also if a team were 9-1 because of a schedule bye, a tie would be declared with a 9-2 team and a playoff would take place.
6                 There are no tie games in any division of play. Overtime periods must be played at the conclusion of a regular game to break any tie score. If coaches fail to break any tie both teams will be credited with one less game played in the final standings. Overtime periods shall be three minutes, and each team will get one time-out per overtime period (time-outs may not be carried over).
7                 Games postponed because of scheduling conflicts by the vicariate, e.g. one team scheduled to play at two places at the same time or four teams scheduled for the same gym at the same time, shall be rescheduled by the AD’s.
8                 Game results must be turned into the appropriate person assigned by each AD by Sunday evening of each week. Team names and who won is all that is necessary to report. You do not have to report the score of the game. Failure to report game results on time each week may result in forfeits.
9                 Win/loss records decide division champions. Ties are decided in a playoff game if possible. To decide home-court advantage for the play off game, head to head record is used, then a coin toss.
10              If there is a three-way division tie, a coin toss determines the team with the bye in the play-in game.
11               “Playing up” in an age group, playing on an opposite sex team, and being listed on more then one roster are allowed in special circumstances and only with league approval, in writing. Generally, these situations are only allowed if there will otherwise be no team or the player has no alternative team.
12              As there are no A/B divisions, parishes with multiple teams at an age/gender level should strive to make those teams equal in talent.
13              The league’s general philosophy is that all players must be used in a game and that each coach shall strive to play every player at least 25% of the game, with consideration for a player’s commitment to practice, teamwork, etc. 
14              AD’s should attempt to set up teams with 8-10 player rosters to address playing time requirements while minimizing the likelihood of forfeits.
15              Safety of the players, coaches, referees, parents and spectators is always the first priority. If any unsafe condition exists it is all of the aforementioned responsibility to correct the situation or end the game.
